New Garden officers say they recovered cocaine, heroin, paraphernalia
On Sunday, April 6, at 3:49 p.m., New Garden Township officers observed a vehicle abruptly pull off the roadway and partially block the southbound lane of Newark Road near the U.S. 1 southbound ramp, police said. After the driver activated his hazard lights and exited the vehicle, an officer activated his emergency lights to assist in alerting other motorists to the stopped vehicle, police said. The driver then got back into the vehicle, and police said when they made contact with William Roy, 23, of Bear, De., a clear plastic wrapper containing a white rock-like substance was observed in the cup holder.
Police said Roy and his passenger, Roy Kirchner, 24, also of Bear, got out of the vehicle, and during a subsequent vehicle search, officers recovered 11 clear baggies containing a blue wax paper; a brownish white powdery substance consistent with heroin was found in a cigarette pack. Police said they also found several used blue wax paper wrappers, three needles, a spoon, a shoelace and a glass pipe with crack cocaine residue, and several loose pieces of crack cocaine. Both men were taken into custody, arraigned on drug charges, and released on $10,000 unsecured bail, police said.
On Thursday, April 3, at 5:38 p.m., officers responded to a 9-1-1 hang-up in the 1200 block of Newark Road, police said. Upon arrival, a man said he had been struck by a relative: Harry London, 54 of Toughkenamon, police said. London was found intoxicated on the floor of the residence, police said. Witnesses in the house confirmed the victim’s account, and London was cited for harassment, police said.
New Garden officers responded on Saturday April 5, at 12:01 a.m. to the 900 block of West Baltimore Pike because Luis Gutierrez-Ortiz, 22, of Kennett Square, said he had locked himself out of his vehicle, which was running, police said. A plastic baggie containing a green leafy substance was observed on the passenger seat, police said, adding that Gutierrez-Ortiz admitted it contained his marijuana. After opening the vehicle, police said they received consent to search it and also found paraphernalia. Gutierrez-Ortiz was taken into custody, processed, and released to another department for a warrant, police said.
On April 6, at 1:32 a.m., New Garden officers responded to a silent alarm in the 300 block of Scarlett Road, police said. Upon arrival, the employees said they pushed the alarm due because an intoxicated customer refused to leave, pointing to a man who was then walking on Scarlett Road, police said. Officers made contact with Modesto Bernal, 51, of Toughkenamon, who showed visible signs of intoxication, police said. Bernal was taken into custody and transported to his residence after being advised he would be cited for public drunkenness, police said.
