The project consists of replacing waterlines, valves, adding fire hydrants, installing a storm water system, street paving, new sidewalks and handicap accessible ramps at the intersections.

The project will occur on Wheeler Boulevard from North Third Street (Route 10) to Lincoln Street (Baltimore Pike). Benefits to the project will include improved water quality, improved firefighting capabilities with better water pressure and a safer street with the streetscape improvements.

Since 2002, the county has provided Oxford with $4,598,896 of CRP and Community Development Block Grant funds to address important infrastructure issues in the borough.
