Colligan named new county Director of Community Development

Chester County Commissioners Marian Moskowitz, Josh Maxwell and Michelle Kichline have appointed Dolores Colligan as Director of the County’s Department of Community Development.  Colligan, a 32-year veteran of County government service, takes over from former Director, Patrick Bokovitz, who has transitioned to lead the County’s Department of Human Services.

“Beyond the wealth of institutional knowledge and the decades of experience that Dolores brings to the position of Director, she also has a deep passion for her work, notably her advocacy in promoting the County’s efforts to end homelessness,” the Commissioners said.

“We have witnessed Dolores work tirelessly towards achieving the goals of the Department of Community Development, including support for those who are housing insecure, as well revitalization of our boroughs and the City of Coatesville. It’s clear she is the right person to lead this department.”

Colligan had served as Deputy Director of the Department of Community Development since 2007. As Director, she will now be responsible for the administration of federal, state, and local resources for the planning, management and development of affordable housing, community services, economic development, and revitalization of the county’s urban centers.

Colligan joined Chester County Government in 1990 working in the Office of Housing and Community Development. In 2000, she was appointed Manager of Community Services in the re-named Department of Community Development, and then in 2007 she was appointed Deputy Director of the department.

“Having worked with Dolores for 20 years, I have seen firsthand her innovative approach to projects and her success in meeting and exceeding goals,” Bokovitz said. He previously served as the Director of the Department of Community Development before moving to his new post.

Colligan, a resident of Caln Township, holds a Bachelor of Arts degree in Organizational Dynamics from Immaculata University.
