Officers said traffic stop led to Delaware man’s arrest

New Garden Township Police said the erratic driving of George Carter, 35, of Newark, De., led to his identification as a hit-and-run motorist.

On Oct. 24 at  2:54 p.m., New Garden Township officers conducted a traffic stop on a vehicle driving aggressively in the 8800 block of Gap Newport Pike, having passed several vehicles in a no-passing zone, police said. Upon contact with the driver, he appeared to be disoriented, and police said they received information by radio that the vehicle might have been involved in a hit-and-run accident at Gap Newport Pike and Limestone Road.

The victim of the hit-and-run arrived at the scene and identified the stopped vehicle, with fresh front-end damage, as the striking vehicle, police said.  George Carter, 35, of Newark, De., was taken into custody for the accident, and an odor of an alcoholic beverage was detected, police said. Carter admitted to taking a prescription medication after being up all night at work, and he was released on summons for driving under the influence and related charges pending an appearance in district court, police said.

On Oct. 14 at 8:15 p.m., New Garden police said they were dispatched to a physical altercation in the 100 block of Landenberg Road, where the victim sustained bruising and swelling to the right side of his face allegedly caused by being struck by Jose Chavez-Cisneros, 25, of Landenberg, during an argument. Chavez-Cisneros was charged with simple assault and related offenses, police said.

Ariel Protack, 23, of Rehoboth Beach, De., was charged with simple assault, criminal mischief, and related offenses following a disturbance in the 1300 block of Newark Road on Oct. 16 at 3:15 p.m., police said. Responding to a complaint of an unruly subject who had damaged property and assaulted a counselor, police said they took Protack into custody for kicking in a door and shoving a counselor into a wall, causing a shoulder injury, police said, adding that Protack was released on summons pending an appearance in district court.

On Oct. 17 at 4:11 p.m., New Garden police said they were dispatched to a single-vehicle accident in the 500 block of Church Road.  Upon arrival, officers found Jose Almanza, 28, of Cochranville, still seated in the driver’s position of the vehicle, which was resting against the point of impact, police said.  Almanza, who refused transport to the hospital, exhibited signs of intoxication and was taken into custody without incident pending an appearance in district court, police said.

On Oct. 17 at 10:43 p.m., New Garden police said they responded to the intersection of Newark and Hillendale Roads for a report of a subject lying in the grass along the side of the road.  Upon arrival, officers made contact with Eladio Arriaga, 52, of Toughkenamon, who exhibited signs of intoxication, police said.  Arriaga was released on a summons for public drunkenness pending an appearance in district court, police said.

New Garden officers took Kathy Murray, 54, of Elkton, Md., into custody on Oct. 24 for an outstanding warrant stemming from a domestic incident on Oct. 1 in the 300 block of Landenberg Road, police said.  Police said Murray violated a protection-from-abuse order by calling the victim and leaving harassing messages as well as showing up and sitting across from the residence/business.  Murray was arraigned on the warrant and released on bail, police said.

On Oct. 28 at 4:08 p.m., New Garden police said they were dispatched to a one-vehicle accident in the 800 block of Penn Green Road. Upon arrival, police said they took two subjects into custody walking from the scene and began searching for a third subject who had disappeared. Through the assistance of witnesses, who included an off-duty police officer from another jurisdiction, the third subject, Gerardo Tellez-Castillo, 28, of Wilmington, De., was located in the Landenberg Hunt development, police said. Tellez-Castillo, who admitted to driving the vehicle, exhibited signs of intoxication and was taken into custody without incident, police said.  He was released on a summons for driving under the influence of alcohol pending an appearance in district court, police said. The passengers, Francisco Zamores, 38, of Lancaster, and Artemio Zavala-Lara, 47, of Wilmington, De., were released on a summons for public drunkenness, pending an appearance in district court.

On October 30, 2013 at 0103 hours, New Garden police said they observed a vehicle driving erratically in the 1300 block of Baltimore Pike on Oct. 30 at 1:03 a.m.  The vehicle, which came to a complete stop at a green traffic signal before making a right turn, was seen numerous times crossing over the center line into the oncoming traffic lane, police said. A traffic stop was conducted, and police said the driver, Cesario Oxtocapan, 27, of Kennett Square, exhibited signs of intoxication and was taken into custody without incident; he was released on a  summons pending an appearance in district court.
