The driver was observed swerving into the oncoming lane of travel on two occasions, appearing as if he were trying to look around the truck, said police, who initiated a traffic stop in the 9100 block of Gap Newport Pike.\u00a0 Police said they made contact made with the driver, William Welsh, 40, of Elizabethtown, who displayed multiple signs of intoxication. Although Welsh denied drinking, police said they took him into custody for suspected drunken-driving after he failed field sobriety tests.\u00a0 Welsh was released pending a summons to appear in district court for DUI and related traffic offenses, police said.<\/p>\n<p>On Friday, Feb. 21, at 10:54 p.m., a New Garden officer observed a vehicle traveling at a high rate of speed, failing to use a turn signal, and crossing over the double-yellow center line several times, police said. A traffic stop was attempted at Ellicott and Cooper Roads; however, the driver continued into the 100 block of Ellicott Road, police said.\u00a0 Upon stopping, the driver, Alberto Marquez III, 47, of Avondale, jumped into the rear passenger seat of the vehicle, police said. Marquez had an odor of an alcoholic beverage and bloodshot eyes, police said.\u00a0 Field sobriety tests could not be performed safely because of icy conditions, but a portable breath test showed the presence of alcohol, and Marquez was taken into custody for suspected drunk-driving, police said. He was released pending a summons to appear at district court for DUI and related traffic offenses, police said.<!--more--><\/p>\n<div id=\"attachment_11023\" style=\"width: 83px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-1.11.03-PM.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11023\" class=\"size-full wp-image-11023  \" style=\"margin: 4px; border: 2px solid black;\" alt=\"Fredy Flores-Ayllon\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-1.11.03-PM.jpg\" width=\"73\" height=\"70\" \/><\/a><p id=\"caption-attachment-11023\" class=\"wp-caption-text\">Fredy Flores-Ayllon<\/p><\/div>\n<p>At 12:40 a.m. on Saturday, Feb. 22, a New Garden officer observed a northbound vehicle proceed through a steady red light into the intersection of Gap Newport Pike and Penn Green Road, almost striking the patrol vehicle, police said.\u00a0 The vehicle reversed and made a left turn onto Penn Green Road, where the officer observed the vehicle traveling at speeds unsafe for the conditions on the secondary roadway and committing additional violations, which resulted in an attempted traffic stop in the 100 block of Ellicott Road, police said.\u00a0 The vehicle lost control and spun around, facing the police vehicle, attempted to back away, but became stuck in a snow bank, police said.\u00a0 Both the driver and passenger side doors opened, police said.\u00a0 The driver, Fredy Flores-Ayllon, 20, of Avondale, exited the vehicle and refused several requests to show his hands and lay on the ground, police said.\u00a0 The passenger, Isaac Flores-Ortiz, 24, of Avondale, was observed throwing items (later recovered and found to be evidence of alcohol consumption) over the fence on the property, police said.\u00a0 Both subjects were taken into custody, Flores-Ortiz for scattering rubbish, and Flores-Ayllon for suspicion of DUI, police said.\u00a0 Both subjects were released pending a summons to appear in district court.<\/p>\n<p>On Saturday, Feb. 22, 2014 at 2:45 pm, a New Garden Township officer observed a vehicle with an unreadable registration plate at the intersection of Starr and Penn Green Roads, police said.\u00a0 A traffic stop was conducted in the 700 block of Penn Green Road, and police said the driver, Marcos Garcia-Diaz, 22, of Wilmington, De., was taken into custody for suspected driving under the influence after displaying signs of intoxication and failing field sobriety tests. \u00a0 Garcia-Diaz was released pending a summons to appear in district court, police said.<\/p>\n<div id=\"attachment_11024\" style=\"width: 84px\" class=\"wp-caption alignright\"><a href=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-4.56.11-PM.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11024\" class=\"size-full wp-image-11024 \" style=\"border: 2px solid black; margin: 4px;\" alt=\"Jacob Strain\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-4.56.11-PM.png\" width=\"74\" height=\"77\" \/><\/a><p id=\"caption-attachment-11024\" class=\"wp-caption-text\">Jacob Strain<\/p><\/div>\n<p>On Sunday, Feb. 23, at 12:29 a.m., a New Garden officer observed a vehicle swerving over the double-yellow lines and onto the shoulder of Gap Newport Pike between Penn Green Road and the township line, police said.\u00a0\u00a0 A traffic stop was conducted and contact was made with Jacob Strain, 22, of Claymont, De., who show multiple signs of intoxication and was found in possession of marijuana.\u00a0 Strain was taken into custody for suspicion of DUI and possession of a controlled substance and released pending a summons to appear in district court.<\/p>\n<p>A New Garden Township officer on patrol in the area of New Garden Road and Gap Newport Pike on Sunday, Feb. 23, at 6:35 a.m. observed a vehicle parked along the roadway, police said.\u00a0 The vehicle was running and both the front and back driver\u2019s side windows were down, police said, adding that vomit was visible on the ground below the door and on the jacket and mouth of the driver, Livan Herrera-Rojas, 30 of Parkesburg, who appeared to be asleep and snoring. Herrera-Rojas was awakened and display multiple signs of intoxication, police said. After failing field sobriety tests, Herrera-Rojas was taken into custody for suspected drunken-driving and released pending a district court summons, police said.<\/p>\n<div id=\"attachment_11025\" style=\"width: 83px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-4.58.10-PM.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11025\" class=\"size-full wp-image-11025 \" style=\"border: 2px solid black; margin: 4px;\" alt=\"Nicolas Martinez\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-4.58.10-PM.jpg\" width=\"73\" height=\"76\" \/><\/a><p id=\"caption-attachment-11025\" class=\"wp-caption-text\">Nicolas Martinez<\/p><\/div>\n<p>On Sunday, Feb. 23, at 3:10 p.m., a New Garden Township officer observed a vehicle partially blocking the southbound lane of 200 Chambers Road, police said.\u00a0 A traffic stop was conducted, and upon contact with the driver, Nicolas Martinez, (AKA Ricardo Martinez) 27, of Kennett Square, police said they detected a strong odor of alcohol and observed a large pile of empty beer cans in plain sight visible on the passenger side floor.\u00a0 Martinez was so visibly intoxicated that field sobriety tests could not be completed, police said.\u00a0 Martinez was taken into custody for suspicion of DUI, processed, and released pending an appearance in district court, police said. The next day, police said they were contacted by Immigration and Customs Enforcement, who said Martinez had previously been arrested for DUI under the name Ricardo and had a warrant for failure to appear.\u00a0 Martinez was taken into custody, arraigned, and remanded to Chester County Prison after failing to post $15,000 bail, police said.<\/p>\n<div id=\"attachment_11026\" style=\"width: 93px\" class=\"wp-caption alignright\"><a href=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-1.10.33-PM.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11026\" class=\"size-full wp-image-11026 \" style=\"border: 2px solid black; margin: 4px;\" alt=\"William Welsh\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/03\/Screen-Shot-2014-02-28-at-1.10.33-PM.jpg\" width=\"83\" height=\"85\" \/><\/a><p id=\"caption-attachment-11026\" class=\"wp-caption-text\">Joseph Miller<\/p><\/div>\n<p>On Monday, Feb. 17, at 12:57 p.m., the New Garden Township Police Department responded to a report of a physical domestic in the 300 block of Bucktoe Road, police said.\u00a0 The victim, who was bleeding from the mouth and had swelling in the face and neck, related that she had been thrown, choked, and struck in the face by Joseph Miller, 52, of Avondale, police said. After collecting potential evidence, police said they took Miller into custody outside the residence and charged him with aggravated assault.
