{"id":12948,"date":"2014-08-26T10:19:28","date_gmt":"2014-08-26T14:19:28","guid":{"rendered":"http:\/\/kennetttimes.com\/?p=12948"},"modified":"2014-08-27T09:16:14","modified_gmt":"2014-08-27T13:16:14","slug":"rt-52-roundabout-faces-delay","status":"publish","type":"post","link":"https:\/\/kennetttimes.com\/?p=12948","title":{"rendered":"Rt. 52 roundabout faces delay"},"content":{"rendered":"<p><span style=\"font-family: arial,helvetica,sans-serif; font-size: 12pt;\"><em><strong>Six to eight weeks likely to be added to end of Sept. completion date\u00a0<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\"><strong>By Kelli Siehl<\/strong>, <span style=\"font-size: 8pt;\"><em>Staff Writer, The Times<\/em><\/span><\/span><\/p>\n<div id=\"attachment_931304\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/08\/RoundaboutMeeting-300x286.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-931304\" class=\"size-medium wp-image-931304\" style=\"border: 2px solid black; margin: 4px;\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/08\/RoundaboutMeeting-300x286.jpg\" alt=\"RoundaboutMeeting\" width=\"300\" height=\"286\" \/><\/a><p id=\"caption-attachment-931304\" class=\"wp-caption-text\">Officials from the Pennsylvania Department of Transportation (PennDOT) and RoadCon, the contractor building the Rt. 52 roundabout, address construction delays on the site during a recent township meeting.<\/p><\/div>\n<p>POCOPSON \u2014 Representatives from the Pennsylvania Department of Transportation (PennDOT) came to the recent township Board of Supervisors\u2019 meeting to offer their explanation in response to reports of a work stoppage at the Route 52, Lenape-Unionville and Wawaset Road roundabout construction site.<\/p>\n<p>Supervisors asked representatives from PennDOT and Road-Con of West Chester, PennDOT\u2019s contractor at the site, for an update in response to \u201cwhat has not been going on\u201d at the roundabout construction site.<\/p>\n<p>PennDOT\u2019s Scott Juenger, Assistant Construction Engineer for Chester County, said the problem rests on there being a lot of entities involved in the project with the main hurdle being the coordination of utilities.<!--more--><\/p>\n<p>Juenger said project managers are aware of the disappointment because the project won\u2019t be finished by its projected date of late September. Currently, he said, PennDOT is not able to estimate an end date because there\u2019s no way of knowing how long the utilities will take to finish their work.<\/p>\n<p>Juenger said project delays due to the relocation of utilities are not uncommon in this region because PennDOT does not control the utilities\u2019 schedule.<\/p>\n<p>Representatives said there is no contractual relationship with utilities and utility companies are not compensated for their work so they cannot be held accountable or face any consequences, Juenger said, \u201dWe have agreements with them and they do their best to accommodate those agreements.\u201d<\/p>\n<p>Traci Plunkett, from PA State Representative Steve Barrar\u2019s office said that in response to neighbors\u2019 calls, their office made calls to the utilities and made gains in getting several to come in early to complete their portion of the work. Plunkett said it is not fair to blame one company for the delay when any utility may be pulled from the site if an emergency occurs elsewhere.<\/p>\n<p>According to Juenger, once all of the utilities are finished, Road-Con estimates about two months of additional work which would push the project to the end of November, again depending on the completion of utility work. Typically, he said, everything should be paved before the end of October to beat the cold weather unless an exception occurs. He said he will work with Road-Con to authorize working nights and weekends but when pushed by residents for a solid completion date, he said, we \u201ccan\u2019t project an end date because it would be a made up date.\u201d<\/p>\n<p>Juenger finished by saying he is thankful the utility companies are showing up and getting the work done.\u00a0 \u201cI know it\u2019s inconvenient,\u201d he said, \u201cbut in the scheme of things you guys are going to end up with a new roundabout, paid for with federal dollars, designed by your township, and we\u2019re doing the best we can as far as PennDOT goes.\u201d<\/p>\n<p>As of Monday, Township Secretary Susan Simone said the last update received from PennDOT was dated August 14. \u00a0PennDOT Spokesman, Brad Rudolph reported this morning that Comcast is presently at the site and Verizon will be next. He said Road-Con has about six weeks of additional work after the utility work is completed.
