margin: 4px;\" alt=\"Kelsey-&amp;-Frank\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2014\/12\/Kelsey-Frank-280x300.jpg\" width=\"280\" height=\"300\" \/><\/a><p id=\"caption-attachment-100151\" class=\"wp-caption-text\">Frank Galbraith, who oversees Chester County SPCA\u2019s Animal Protective Services Department, left with the SPCA&#8217;s newest police officer, Kelsey Beam, shortly after she was sworn in, Wednesday.<\/p><\/div>\n<p>WEST CHESTER \u2014 The Chester County SPCA (CCSPCA) announced Wednesday the addition of Kelsey Beam to its staff as full-time Humane Society Police Officer.\u00a0 Beam is one of many new additions to the CCSPCA\u2019s Animal Protective Services Department, expanded in an effort to best meet the needs of abused and abandoned animals within Chester and Delaware Counties.<\/p>\n<p>Beam was officially sworn in as a Humane Society Police Officer in the Commonwealth of Pennsylvania by the Honorable Judge Patrick Carmody on Wednesday at the Chester County Justice Center.<\/p>\n<p>\u201cKelsey has experience in all aspects of animal welfare, and that knowledge base will greatly benefit both our animals as well as our communities,\u201d said Adam Lamb, Executive Director of the Chester County SPCA.<\/p>\n<p>Previous to the CCSPCA, Beam worked at the Pennsylvania SPCA (PSPCA) within their forensics department.<\/p>\n<p>The Chester County SPCA\u2019s Animal Protective Services Department, under the management of Frank Galbraith, investigates nearly 400 cases animal cruelty and neglect per year.\u00a0 These complaints include animals that are chained outside without basic necessities, beaten or starved, or victimized by other forms of cruel treatment.<\/p>\n<p>The addition of Beam enables the CCSPCA to have jurisdiction to investigate humane cases within Delaware County as well as Chester County.<\/p>\n<p>According to Galbraith, \u201cKelsey is a great addition to our team, especially given her understanding of forensics in animal cruelty;
