{"id":17612,"date":"2015-11-05T07:11:58","date_gmt":"2015-11-05T12:11:58","guid":{"rendered":"http:\/\/kennetttimes.com\/?p=17612"},"modified":"2015-11-05T07:14:32","modified_gmt":"2015-11-05T12:14:32","slug":"birminghams-preliminary-2016-budget-approved-for-inspection","status":"publish","type":"post","link":"https:\/\/kennetttimes.com\/?p=17612","title":{"rendered":"Birmingham\u2019s preliminary 2016 budget approved for inspection"},"content":{"rendered":"<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt;\"><strong><em>Neighbor disputes top public comments, zoning policies upheld\u00a0<\/em><\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 10pt;\"><strong>By Kris Firey-Poling,<\/strong><\/span> <span style=\"font-size: 8pt;\"><em>Correspondent, The Times<\/em><\/span><\/span><\/p>\n<p>BIRMINGHAM &#8211; At Monday night\u2019s meeting, the Birmingham Board of Supervisors authorized advertising, approved residential upgrades, heard neighbor disputes, and discussed commercial signage.<!--more--><\/p>\n<p>The Comprehensive Plan Update was approved, with a hearing scheduled for December 7<sup>th<\/sup> at 7:00 p.m. Supervisors Chair, John Conklin, praised the Planning Commission\u2019s work; its members were responsible for producing the document.\u00a0 The draft of the plan can be viewed on the township\u2019s website: <a href=\"http:\/\/www.birminghamtownship.org\" target=\"_blank\">www.birminghamtownship.org<\/a><\/p>\n<div id=\"attachment_1215556\" style=\"width: 160px\" class=\"wp-caption alignright\"><a href=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2015\/11\/bbos-150x150.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1215556\" class=\"wp-image-1215556 size-thumbnail\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2015\/11\/bbos-150x150.jpg\" alt=\"bbos\" width=\"150\" height=\"150\" \/><\/a><p id=\"caption-attachment-1215556\" class=\"wp-caption-text\">Birmingham Township Supervisors inspect siding samples at Monday night\u2019s meeting.<\/p><\/div>\n<p>The board also approved public inspection of the preliminary 2016 budget.\u00a0 According to Secretary Quina Nelling, residents can request a copy of the document from the township office.\u00a0 The budget will be formally adopted at the December 7<sup>th<\/sup> board of supervisors meeting.<\/p>\n<p>Two residents discussed neighbor disputes during public comment.<\/p>\n<p>John Alivernini, of Radley Drive, discussed an ongoing light issue that is impacting his privacy.\u00a0 Specifically, his neighbor has spotlights directed onto his property and into his windows.\u00a0 The lights have been a frequent issue since 2013.\u00a0 Alivernini presented the supervisors with past letters to his neighbor from Rich Jensen, the township\u2019s zoning enforcement officer.<\/p>\n<p>Supervisors Vice-Chair, William Kirkpatrick, acknowledged the township\u2019s lighting ordinance, and said that the lumens need to be measured. \u201cLumens measure the amount of light that is produced \u2013 the more lumens in a light bulb, the brighter the light,\u201d explained Kirkpatrick.\u00a0 He recommended that Jensen further investigate to enforce the lighting ordinance.<\/p>\n<p>Resident Joe Denest said that the condition of his property has worsened since last month\u2019s meeting.\u00a0 Last month, Denest reported how trash and debris from Piazza Mazda was impacting his yard. Piazza Mazda is an auto dealership abutting his property line.<\/p>\n<p>Supervisor Kirkpatrick described how he and the township\u2019s solicitor visited the property and also spoke with the car dealer\u2019s general manager. He acknowledged that the 30 year-old trees are losing their leaves and falling onto Denest\u2019s property.\u00a0 He also learned that the car dealer does regular pruning.<\/p>\n<p>\u201cWhat we have is a neighbor issue.\u00a0 This is a civil issue, and we would like to avoid litigation,\u201d said Kirkpatrick.
