Hogan said he expected the number to rise in 2016, in addition.<\/p>\n<p>Three factors, Hogan said, appear to be driving the increase.<!--more--><\/p>\n<p class=\"p1\">&#8220;The explosive growth in child abuse reports has been caused by three main factors,&#8221; Hogan said. &#8220;First, after the<span class=\"Apple-converted-space\">\u00a0 <\/span>conviction<span class=\"Apple-converted-space\">\u00a0 <\/span>of<span class=\"Apple-converted-space\">\u00a0 <\/span>Jerry<span class=\"Apple-converted-space\">\u00a0 <\/span>Sandusky in the high-profile Penn State case, overall awareness and sensitivity to child abuse has increased. Second,<span class=\"Apple-converted-space\">\u00a0 <\/span>changes to Pennsylvania<span class=\"Apple-converted-space\">\u00a0 <\/span>law have<span class=\"Apple-converted-space\">\u00a0 <\/span>expanded<span class=\"Apple-converted-space\">\u00a0 <\/span>the types of incidents and categories of people that are required to report<span class=\"Apple-converted-space\">\u00a0 <\/span>child<span class=\"Apple-converted-space\">\u00a0 <\/span>abuse. Third, the District Attorney&#8217;s Office, with the support<span class=\"Apple-converted-space\">\u00a0 <\/span>of<span class=\"Apple-converted-space\">\u00a0 <\/span>the<span class=\"Apple-converted-space\">\u00a0 <\/span>Chester<span class=\"Apple-converted-space\">\u00a0 <\/span>County Commissioners, has increased the focus on child abuse, leading to more cases.&#8221;<\/p>\n<p class=\"p1\">With tougher laws \u2014 and reporting requirements for those who suspect abuse \u2014 Hogan said his colleagues around the state are seeing similar increases and projected that Chester County would see somewhere between 1,700 and 1,800 reports this year.<\/p>\n<p class=\"p1\"><span class=\"s1\">&#8220;I <\/span>have talked with my colleagues around Pennsylvania,&#8221; Hogan said. &#8220;They also are seeing tremendous growth in the number of child abuse cases. <span class=\"s2\">In <\/span>order to keep protecting children, we are going to have to devote more law enforcement resources to child abuse cases. This will require more investigators and prosecutors, but that is a small price to pay for the good of our children.&#8221;<\/p>\n<p class=\"p1\">Even with tougher laws, some of the increase stems from a renewed focus on rooting out abuse cases.<\/p>\n<p class=\"p1\">&#8220;Using a multi-disciplinary approach, the Chester County Children&#8217;s Advocacy Center has been extremely successful at uncovering<span class=\"Apple-converted-space\">\u00a0 <\/span>and<span class=\"Apple-converted-space\">\u00a0 <\/span>prosecuting more child abuse cases,&#8221; said\u00a0Deputy District Attorney Deborah Ryan, the head of the DA&#8217;s Child Abuse Unit. &#8220;We have outstanding investigators, health care<span class=\"Apple-converted-space\">\u00a0 <\/span>professionals, and social service providers who work together to protect these children<span class=\"Apple-converted-space\">\u00a0 <\/span>and pursue these<span class=\"s1\"> predators.&#8221;<\/span><\/p>\n<p class=\"p1\">More dedicated manpower from the county also appears to be making a difference.<\/p>\n<p class=\"p1\">&#8220;In 2011, the Chester County Detectives had one sergeant and one detective assigned to child abuse cases,&#8221;\u00a0said Kevin Dykes, Chief of the Chester County Detectives. &#8220;In 2012, anticipating the rise in child abuse cases, District Attorney Hogan re-assigned a second detective to child abuse from other duties.<span class=\"Apple-converted-space\">\u00a0 <\/span>In 2014,<span class=\"Apple-converted-space\">\u00a0<\/span>with<span class=\"Apple-converted-space\">\u00a0<\/span>the<span class=\"Apple-converted-space\">\u00a0<\/span>support<span class=\"Apple-converted-space\">\u00a0 <\/span>of<span class=\"Apple-converted-space\">\u00a0 <\/span>the<span class=\"Apple-converted-space\">\u00a0 <\/span>Chester<span class=\"Apple-converted-space\">\u00a0 <\/span>County<span class=\"Apple-converted-space\">\u00a0 <\/span>Commissioners,<span class=\"Apple-converted-space\">\u00a0 <\/span>another<span class=\"Apple-converted-space\">\u00a0 <\/span>detective\u00a0 was\u00a0added, giving us one sergeant and three full-time detectives working <span class=\"s2\">child <\/span>abuse. Even with this <span class=\"s2\">increased <\/span>staffing, our detectives and prosecutors are working <span class=\"s2\">incredibly <\/span>hard with<span class=\"Apple-converted-space\">\u00a0 <\/span><span class=\"s2\">local <\/span>police just<span class=\"Apple-converted-space\">\u00a0<\/span>to keep up with<span class=\"Apple-converted-space\">\u00a0<\/span>the<span class=\"Apple-converted-space\">\u00a0<\/span>case load.<span class=\"Apple-converted-space\">\u00a0 <\/span>They know<span class=\"Apple-converted-space\">\u00a0<\/span>that they cannot let up even for a second, because a child could be hurt<span class=\"Apple-converted-space\">\u00a0<\/span>by<span class=\"Apple-converted-space\">\u00a0 <\/span>any delay.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>WEST CHESTER \u2014 Chester County District Attorney Tom Hogan said Wednesday that reports of child abuse in Chester County shot up from 414 in 2014 to 1306 in 2015.
