The Times has blurred the image of the victim&#8217;s face to protect his identity.<\/p><\/div>\n<p><em><strong>Updated, 5\/23, 2:30 p.m.:<\/strong> Corrects suspect&#8217;s town of residence, based on new information from his arraignment, Tuesday.<\/em><\/p>\n<p>WEST CHESTER \u2014 A\u00a0Delaware man faces charges that he taunted and then sucker punched a man with cerebral palsy in front of a borough 7-11 on May 10. He faces charges of simple assault and additional charges related to the incident.<\/p>\n<p>Surveillance footage apparently shows Barry Baker, 29, taunting the man as he enters the store and then taunting him again when he was returning to his car before Baker apparently punched him in the face, before feeling the scene on foot.<!--more--><\/p>\n<p>Dramatic video, released by the Chester County District Attorney&#8217;s Office, appears to show Baker&#8217;s attack:<\/p>\n<p><iframe loading=\"lazy\" title=\"7-11 Assault - 10 May 2017\" width=\"615\" height=\"346\" src=\"https:\/\/www.youtube.com\/embed\/wKvhEp5VA8k?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>Local law enforcement officials expressed anger at the incident.<\/p>\n<p class=\"p1\">\u00a0\u201cThe defendant\u2019s actions in this case are <span class=\"s1\">appalling,&#8221;\u00a0West Chester Police Chief Scott Bohn stated<\/span>. &#8220;You wonder what would make an individual treat<span class=\"Apple-converted-space\">\u00a0 <\/span>somebody like that.\u201d<\/p>\n<p class=\"p1\">\u201cThis defendant is a bully,&#8221;Chester County District Attorney Tom Hogan said. &#8220;Every decent citizen should be outraged by the defendant\u2019s conduct. Baker previously lived in East Fallowfield, but apparently recently moved to Georgetown, DE.<\/p>\n<p class=\"p1\">The case was investigated by the West Chester Police Department.<span class=\"Apple-converted-space\">\u00a0 <\/span>Assistant District Attorney Cindy Morgan is the assigned prosecutor.
