D\u2019Annunzio<\/strong>, <span style=\"font-size: x-small;\"><em>Staff Writer, KennettTimes.com<\/em><\/span><\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">KENNETT \u2014 The list of safety measures has been lengthened for local deer hunters as the Kennett Township Board of Supervisors enacted a new hunting ordinance Monday night geared toward protecting local homeowner\u2019s property rights and security.<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\"><a href=\"http:\/\/kennetttimes.com\/?attachment_id=916\" rel=\"attachment wp-att-916\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-916\" style=\"border: 2px solid blue; margin: 4px;\" src=\"http:\/\/kennetttimes.com\/wp-content\/uploads\/2011\/08\/deer-in-forest-300x214.jpg\" alt=\"\" width=\"300\" height=\"214\" \/><\/a><\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">\u201cThis ordinance will require hunters to have written permission from landowners to be on their land,\u201d township Board of Supervisors Chairman\u00a0Allan Falcoff said, \u201cThe permission slips are an annual event [for individual homeowners], if it\u2019s a homeowner\u2019s association piece of land it will be good until it\u2019s revoked.\u201d <!--more--><\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">The preamble of the ordinance states that it \u201cenhances <\/span><span style=\"font-family: arial,helvetica,sans-serif;\">the ability of local authorities to be better aware of hunting activities on lands located within Kennett Township so as to better provide for the safety and welfare of Township residents and others. It does not, however, impinge on the Commonwealth of Pennsylvania\u2019s statutory and regulatory provisions relating to hunting or on other state or federal provisions relating to the possession and use of firearms and other weapons.\u201d<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">This new regulation dispels any pre<\/span><span style=\"font-family: arial,helvetica,sans-serif;\">vious verbal agreements between hunters and property owners, requiring all consent to be documented and up to date.<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">Chief of Police Albert McCarthy said that reason for this is \u201cthe number of issues we\u2019ve had with who has permission and who doesn\u2019t. We\u2019ll get a guy that says he has permission, he shows me a letter that\u2019s ten years old, and the property owner says \u2018I took that back three years ago.\u201d<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">\u201cWe\u2019re not reinventing the wheel,\u201d McCarthy said detailing the genesis of the ordinance, \u201cWe went to other townships and looked at their ordinances, we talked to the state, we talked to the deer management committee,\u201d<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">Several attendees posed questions regarding the definition of a hunter. McCarthy clarified that any person with a firearm is classified as a hunter and is subject to the ordinance.<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">The ordinance itself states that a firearm is \u201cany rifle, gun, pistol, revolver, musket, or shot gun which uses a discharge of gunpowder as the propellant of a projectile. Any projectile rifle or handgun which uses compressed air or gas as the propellant is not such a defined weapon.\u201d<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">The regulations also apply to bows, crossbows, or similar weapons defined as, \u201cany device for launching an arrow, bolt or similar projectile which derives its propulsive energy from the bending and recovery of limbs or the operation of levers rather than from percussion, concussion or the discharge of air, gas or gunpowder.\u201d<\/span><\/p>\n<p><span style=\"font-family: arial,helvetica,sans-serif;\">With deer season approaching the township encourages hunters to get letters of consent sooner rather than later and also to contact the Chief of Police with any questions or concerns.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u00a0A new ordinance enacted by Kennett Township requires hunters to obtain written consent from property owners whose lands are being traversed By P.J.
